Requires driver's license personnel to be retrained to accept civil rights complaints, effective July 1, 2023, and mandates that all license examiners receive training in compliance with this bill's provisions.

Allows applicants who have never been issued a social security number to obtain a driver's license by filing an affidavit under penalty of perjury, eliminating the absolute requirement to provide a social security number.

Specifies 11 types of acceptable documents to prove Mississippi residence (utility bills, bank statements, employer verification, insurance policies, vehicle registration, tax documents, leases, and government-issued identification) with applicants required to present at least two documents.

Creates a new "certificate for driving" issued to non-citizens with authorized federal presence (valid 1-5 years) and to persons with disabilities for work-related travel only (valid 4 years), with certificates clearly marked as not valid for identification.

Establishes that all driver's license laws regarding convictions, suspensions, cancellations, and revocations apply equally to certificates for driving.
