Limits disenfranchising crimes to only those specifically listed in Section 241 of the Mississippi Constitution of 1890, eliminating broader interpretations.

Prohibits the Attorney General from interpreting any crime other than those constitutionally listed as disenfranchising through opinion or otherwise.

Restores voting rights to individuals who lost them based on convictions interpreted as disenfranchising in prior Attorney General opinions.

Amends voter qualification sections (23-15-11 and 23-15-151) to align with the constitutional limitation on disenfranchising crimes.

Brings forward Section 97-39-3 addressing dueling-related disenfranchisement for possible amendment.
