Amends Section 99-18-13 of Mississippi Code to clarify the State Defender's authority to represent indigent persons in legal proceedings where they have a constitutional right to appointed counsel.

Expands the State Defender's existing duty to represent indigent parents or guardians in youth court abuse, neglect, and termination of parental rights proceedings and appeals.

Requires the State Defender to establish and enforce standards defining how effective indigent defense services should be provided in all cases, subject to Mississippi Supreme Court approval.

Allows representation to be provided through staff attorneys or contract counsel, including contracts with legal services organizations and county public defender programs.

Effective date: July 1, 2023.
