Creates the Mississippi New Economic Development Training Assistance Grant Program administered by the Office of Workforce Development, with the Mississippi Department of Employment Security serving as the fiscal agent.

Provides grants to community and junior colleges to support training needs for new businesses locating in Mississippi, and to existing industries that may lose employees to the new business.

Requires grant applicants to provide the Office of Workforce Development with total funding requirements, detailed explanation of how funds will be used for training or other needs resulting from the new business, and any other necessary information.

Limits administrative costs to a maximum of 5% of appropriated program funds.

Requires quarterly reporting to state leadership detailing how grant funds were awarded, how grants were used by existing industries and community/junior colleges, and whether additional funding is needed.
