Creates the Mississippi Digital Asset Mining Act, legalizing digital asset mining at private residences and in industrially-zoned areas, while prohibiting discriminatory sound or electricity rate regulations compared to other industrial uses.

Establishes a 13-member Mississippi Digital Asset Mining Council with representatives from state government, energy providers, the mining industry, and environmental organizations to study digital asset mining's economic, grid, renewable energy, and environmental impacts, with reports due before the 2024 and 2025 legislative sessions.

Amends Mississippi Money Transmitters Act to define "virtual currency" as digital representation of value used as medium of exchange, unit of account, or store of value that is not U.S. legal tender.

Exempts persons buying, selling, issuing, or taking custody of virtual currency from money transmitter licensing requirements and regulations under Mississippi law.

Takes effect July 1, 2023, and repeals June 30, 2023 (creates apparent conflict in effective date provision).
