Amends Section 19-5-93 of Mississippi Code to authorize county boards of supervisors to donate funds to designated communities of the Mississippi Main Street Association that are in good standing and located within the county.

Cumulative donations to all Main Street designated communities within a county cannot exceed the amount generated by a one-fourth (1/4) mill ad valorem tax on all taxable property in the county during the fiscal year donations are made.

Authorizes county boards of supervisors to donate up to $5,000 to build, aid in building, or support civil rights memorials, sites, and destinations within the county, including memorials to deceased civil rights leaders and sites related to the Civil Rights Movement.

Civil rights memorial donations may be made even if no provision was included in the county budget.

Effective date: October 1, 2023.
