Amends Section 27-7-805 of the Mississippi Code to expand the definition of "claimant local government" under the Local Government Debt Collection Setoff Act.

Clarifies that counties and municipalities include all corporations and other instrumentalities whose governing boards are comprised of a majority of members appointed or elected by counties or municipalities.

Allows these expanded entities to participate in debt collection through the setoff of state income tax refunds owed to debtors.

Takes effect July 1, 2023.
