Amends prior legislation to authorize the Marion County Economic Development District to be reimbursed for all out-of-pocket expenses for water, sewer, roads, bridges, electrical, and any other property enhancements or improvements made to the former Columbia Training School property.

Reimbursement of development expenses occurs before remaining proceeds from property sales are divided equally between the Marion County Economic Development District and the State of Mississippi.

Changes the property sale requirement from "not less than fair market value as determined by appraisals" to "such consideration as will best promote and protect the public interests, convenience and necessity."

Grants the Mississippi Department of Human Services six months to harvest and sell timber on the property, with revenue deposited to the State Treasury for departmental use; the department forfeits all timber rights after the harvest period expires.

State retains all mineral rights to the transferred property, and the Marion County Economic Development District must indemnify the State for any environmental defects or liability.
