Raises the lump sum payment threshold for contract owners from $25,000 to $75,000, eliminating performance and payment bond requirements for contracts below this amount.

Updates conforming references in contractor definitions and public purchasing procedures to align the $75,000 threshold across relevant statutes (Sections 31-3-1 and 31-7-13).

Takes effect July 1, 2023.
