Establishes the "Mississippi Consumer Privacy Act for State Agencies" to protect personal information held by state agencies, including motor vehicle records and professional licensee information.

Prohibits state agencies from disclosing personal information from motor vehicle records except for specific authorized purposes including vehicle safety, theft prevention, child support enforcement, and voter registration.

Creates exemptions from public records disclosure for personal information (addresses, phone numbers, email, Social Security numbers, dates of birth) of professional licensees and individuals with records held by the Department of Wildlife, Fisheries and Parks.

Establishes penalties of up to 5 years imprisonment and fines up to $100,000 per violation for misrepresenting purposes, violating disclosure restrictions, or selling unauthorized access to motor vehicle information.

Requires bulk data requestors to post performance bonds up to $1,000,000, maintain cyber-threat insurance of at least $3,000,000, report breaches within 48 hours, and maintain records of all redisclosures for 5 years.
