Enacts the "Mississippi Kratom Consumer Protection Act" to regulate the preparation, distribution, and sale of kratom products in Mississippi.

Prohibits processors and retailers from selling kratom products that are adulterated or contaminated with dangerous non-kratom substances, contain synthetic alkaloids, exceed 2% 7-hydroxymitragynine in alkaloid composition, or lack adequate labeling with recommended serving sizes.

Prohibits the distribution, sale, or exposure of kratom products to individuals under 21 years of age.

Establishes administrative fines of up to $1,000 for first violations and up to $5,000 for subsequent violations; provides good faith defense for retailers relying on manufacturer representations.

Authorizes the Department of Health to administer and enforce the act through rulemaking; effective July 1, 2023.
