Creates new Section 1-3-40 to define "first responder" for use in any statute lacking a specific definition, including law enforcement, fire department, emergency medical, emergency management, 911 dispatchers, and public works personnel responding to bioterrorism, terrorism, disasters, and emergencies.

Amends Section 41-137-41 (medical cannabis regulations) to reference the new first responder definition when waiving application fees for disabled first responders seeking registry identification cards.

Amends Section 73-21-108 (home medical equipment) to clarify that first responders and emergency personnel are exempt from permitting requirements when administering emergency oxygen.

Effective date is July 1, 2023.
