Exempts firearm suppressors manufactured in Mississippi from federal law and regulation, provided they are made from basic materials (steel, aluminum, titanium, etc.) without imported parts except generic items like springs or screws, and remain within the state.

Requires firearm suppressors manufactured and sold in Mississippi to be clearly stamped or etched with "Made in Mississippi."

Prohibits state and local governmental entities from adopting rules or enforcing federal firearm suppressor regulations, with violating entities losing state funding for the fiscal year following a final judicial determination of violation.

Dismisses all pending criminal charges for concealed carry of mufflers or silencers and possession of firearm silencing devices as of July 1, 2023, though prior convictions remain unaffected.

Repeals the state misdemeanor offense for unauthorized manufacture, sale, or possession of firearm silencers and removes references to suppressors from concealed weapons statute.
