Removes the Executive Director of the Department of Finance and Administration as an ex officio nonvoting member of the Public Procurement Review Board, reducing board membership from 6 to 5 members (3 appointed by Governor, 2 by Lieutenant Governor).

Prohibits current state employees from serving on the board and adds a one-year cooling-off period, requiring that no person who has been a state officer or employee within one year of service may join the board; existing members as of July 1, 2023 are grandfathered to complete their current terms.

Retains all other existing qualifications for board members, including the requirement for at least 5 years of management experience in business, health care, or finance, and prohibitions on members with financial interests in companies receiving state contracts.

Brings forward Section 31-7-12, Mississippi Code of 1972 (state contract purchasing requirements) for possible future amendment without making substantive changes in this bill.

Takes effect July 1, 2023.
