Designates the fish hatchery in North Mississippi as the "Bob Tyler Fish Hatchery" in Section 49-4-37 of Mississippi Code.

Authorizes the Tombigbee River Valley Water Management District to transfer up to 80 acres of land in Monroe County to the Department of Wildlife, Fisheries and Parks for the hatchery, contingent on securing a lease agreement with the U.S. Army Corps of Engineers.

Allocates up to $4,000,000 in state funding for constructing the Bob Tyler Fish Hatchery, with unused funds to be deposited into the Mississippi Business Investment Sinking Fund.

Waives private match requirements under Section 57-61-9(2)(d) for any loans or grants made for the hatchery project.

Effective date: July 1, 2023.
