Establishes a Youth Employment Grant Program administered by the Mississippi Department of Employment Security to assist municipalities in providing employment for youth ages 16-24.

Eligible youth participants must be in school (high school or college) or have agreed to enroll for a high school diploma, GED, or college, and must be residents of the municipality.

Municipalities must submit an employment plan to the Department of Employment Security and provide matching funds equal to 20% of the grant amount; plans must include at least 10% of youth work time devoted to life skills training.

Creates the Youth Employment Program Fund in the state treasury, funded by legislative appropriations and other designated revenues, with unexpended amounts rolling over year to year and interest accruing to the fund.

Effective date: July 1, 2023.
