Allows any person convicted of a felony that is not a crime of violence to petition for expungement five years after completing all terms and conditions of their sentence.

Requires the petitioner to pay all criminal fines and court costs before becoming eligible for expungement.

Limits each person to one felony expungement, where "one conviction" includes all charges arising from the same set of facts.

Court must determine the applicant is rehabilitated before granting the petition, with specific written findings required if the petition is denied.

Effective July 1, 2023.
