School districts may voluntarily provide health insurance to school board members through the State and School Employees Health Insurance Plan using only local funds, with no state funds permitted.

School boards must vote on the matter at a regularly scheduled meeting, and if approved, must hold a referendum within 6 weeks where registered district electors decide whether to authorize health insurance coverage for board members.

Referendum notices must be published in newspapers at least 5 days per week for 3 consecutive weeks, with first publication at least 21 days before the vote and final publication no more than 7 days before.

School boards may rescind their discretionary authority to provide health insurance without a referendum, and voters may petition for a "reverse referendum" at least one year after approval if 20% or 1,500 registered electors (whichever is less) sign a petition to revoke the authority.

Amends state law to allow selected school board members to become eligible employees under the state health insurance plan and receive group insurance benefits, contingent on voter approval through referendum.
