Amends Mississippi Code Section 59-21-9 to require the validation decal certifying the vessel's awarded number to be displayed on each side of the vessel within six inches of the awarded number.

Maintains existing requirements that vessel numbers be painted or attached to each side of the bow in block characters at least three inches in height, readable from left to right, with contrasting colors for visibility.

Brings forward Section 59-21-19 regarding certificate of number form, duration, and transfer of vessels for purposes of possible future amendment.

Specifies that temporary certificates of number are valid for 60 days, original or transfer certificates are valid for three years, and livery boat certificates expire on June 30.

Effective date: July 1, 2023.
