Authorizes issuance of state general obligation bonds not exceeding $2,000,000 to assist Marshall County with construction, furnishing, and equipping of a full-time emergency response center serving the Chickasaw Trail Industrial Park area.

Emergency response center shall include ambulance service, a fire station, and a sheriff's department substation.

Creates a special fund designated "2023 Marshall County Emergency Response Center Fund" within the State Treasury to receive bond proceeds and disburse funds for the project.

Bond proceeds not used for the emergency response center shall be applied to pay debt service on the bonds, and all investment earnings on fund amounts shall be used for debt service.

No bonds may be issued under this act after July 1, 2027, and bonds shall mature within 25 years from date of issue with interest exempt from state taxation.
