Establishes a 10-day early voting period beginning 10 days before each primary, general, runoff, special, and municipal election and continuing until 5:00 p.m. on the Saturday preceding election day.

Allows qualified electors to vote early at the registrar's office, in their assigned precinct on election day, or by mail-in absentee ballot.

Requires registrars to provide at least one additional early voting location for every 30,000 registered county voters and one additional location for every 10,000 registered municipal voters, with Saturday hours from 8:00 a.m. to 5:00 p.m. for the two Saturdays before each election.

Requires voters to present acceptable photo identification during early voting and mandates that early voting ballots be saved for examination, audit, and certification purposes with results announced simultaneously with election day votes.

Allows political parties and candidates to have representatives present during early voting to challenge voter qualifications using the same procedures available on election day.
