Amends Section 273 of the Mississippi Constitution to modify signature requirements for initiative petitions by dividing the total required signatures by the number of congressional districts currently in existence on the date the petition is filed.

Changes the pro rata signature limit from each congressional district from a fixed one-fifth (1/5) fraction to a calculated percentage based on the actual number of current congressional districts.

Removes excess signatures from any single congressional district that exceed the pro rata limit, preventing those signatures from being counted toward petition qualification.

Proposes the amendment for voter approval on November 7, 2023.

Clarifies the ballot explanation as conforming pro rata signature requirements to the current number of congressional districts for initiative petitions.
