Amends Section 241 of the Mississippi Constitution to suspend voting rights upon felony conviction and restore them only after completing all sentencing requirements.

Repeals Section 253 of the Mississippi Constitution, which previously allowed the legislature to restore voting rights by two-thirds vote of both houses.

Restructures Section 241 to list qualifications for electors as: U.S. citizenship, age 18 or older, state and county residency requirements, and voter registration.

Removes the existing list of specific crimes (murder, rape, bribery, theft, arson, etc.) that permanently disqualified electors, replacing it with a blanket felony conviction suspension.

Submits the proposed amendments to voters on the first Tuesday after the first Monday of November 2023 as a single ballot measure.
