Proposes an amendment to Section 273 of the Mississippi Constitution to update initiative petition signature requirements based on the current number of congressional districts

Replaces the fixed "one-fifth (1/5)" signature cap per congressional district with a formula dividing total required signatures by the actual number of congressional districts at the time of filing

Requires initiative petitions to gather signatures equal to at least 12% of votes cast for all gubernatorial candidates in the last election, with no single congressional district exceeding its proportional share

Directs the Secretary of State to submit this proposed constitutional amendment to voters on the first Tuesday after the first Monday of November 2023

Addresses the issue created when Mississippi's congressional districts were reduced, which previously rendered the initiative process mathematically impossible under the old fixed-fraction requirement
