Proposes constitutional amendments to establish a statewide initiative process allowing citizens to propose new laws and amend or repeal existing laws through petition and voter approval, independent of the Legislature.

Requires initiative petitions to be signed over a 12-month period by qualified electors equal to at least 12% of votes cast for Governor in the last gubernatorial election, with no single congressional district exceeding a proportional share of signatures.

Limits initiative measures to five per ballot on a first-come basis, requires 50% of votes cast plus 40% of total votes cast for approval (60% for revenue bills), and prohibits initiatives on constitutional amendments, pension systems, or state appropriations.

Mandates fiscal analysis of initiatives, requires sponsors to identify funding sources, establishes a public database of petition signatories and circulators, and requires circulators to be Mississippi residents.

Deletes existing constitutional provision allowing citizens to amend the Constitution by initiative, restricting constitutional amendments to the Legislature only, while preserving the new statutory initiative process.
