Adds initiative and referendum rights to the Mississippi Constitution, allowing qualified voters to propose new laws or amend/repeal existing laws through petition without legislative approval.

Requires petition signatures equal to at least 12% of votes cast in the last gubernatorial election, collected over a 12-month period, with no more than an equal share of signatures from any single congressional district.

Prohibits initiative measures from proposing constitutional amendments, affecting the Public Employees' Retirement System, appropriating state funds, or covering subjects the legislature is constitutionally prohibited from enacting.

Establishes that approved initiatives require a majority of votes cast and at least 40% of total votes at the election (60% for revenue bills), take effect 30 days after certification, and cannot be amended or repealed by the legislature for 2 years without declaring an emergency.

Removes existing constitutional provisions allowing citizens to propose constitutional amendments by initiative, limiting future constitutional amendments to the traditional legislative process requiring two-thirds vote in each house.
