Proposes amending Section 36 of the Mississippi Constitution of 1890 to limit the types of legislation considered based on whether the year is odd or even

Beginning in 2024 and every even-numbered year thereafter, only bills appropriating funds or transferring money between State Treasury funds may be considered during legislative sessions

Beginning in 2025 and every odd-numbered year thereafter, all other non-appropriations legislation (drafting requests, introduction, and consideration) would be restricted to those sessions only

Requires the proposed constitutional amendment to be submitted to voters on the first Tuesday after the first Monday of November 2023

Maintains existing session length limits: 125 calendar days for sessions every fourth year starting from 1972, and 90 calendar days for all other regular sessions
