Honors the life and legacy of Mr. Robert Earl Dow, Sr., who passed away on February 13, 2023, and expresses sympathy to his family and friends.

Recognizes Mr. Dow's birth on September 19, 1931, in Jackson, Mississippi, his conversion to Christ and baptism on June 18, 1961, and his 68-year marriage to Ms. Malena Winfrey producing two sons, three grandchildren, and two great-grandchildren.

Acknowledges Mr. Dow's military service in the Korean Conflict, career as a machinist/mechanic at Presto Manufacturing Company for 38 years, and his trade school training in brick masonry, concrete finishing, carpentry and painting.

Highlights his active participation in College Hill Baptist Church's Laymen Ministry, Outreach Ministry, Mass Choir and Male Chorus, and recognition as College Hill Personality of the Month in October 2000 and Man of the Year in 2001.

Directs copies of the resolution be furnished to Mr. Dow's family and Capitol Press Corps members.
