Creates new House Rule 104C requiring racial and ethnic impact statements to be attached to bills, concurrent resolutions, or amendments that create public offenses, significantly change existing offenses or penalties, or modify sentencing, parole, or probation procedures.

Authorizes the Department of Public Safety's Office of Public Safety Planning, in consultation with the Mississippi Department of Corrections, to prepare impact statements and allows any state agency to provide requested information for this purpose.

Requires impact statements to include estimates of how proposed legislation would change the racial and ethnic composition of the criminal offender population, the methodologies used, and the estimated racial and ethnic composition of affected crime victims.

Requires state agencies that award grants to include racial and ethnic impact statements in grant applications documenting any disproportionate impacts on minority persons, the rationale for such impacts, and evidence of consultation with minority representatives.

Designates the Department of Finance and Administration to create and distribute a standardized racial and ethnic impact statement form for use in state agency grant applications.
