Recognizes and commends Mrs. Josephine Pradia Rhymes for her outstanding community service, including 25 years as Executive Director of Tri-County Workforce Alliance (1997-2022) serving Bolivar, Coahoma, Quitman, Sunflower, and Tallahatchie counties in the Mississippi Delta

Honors her 32-year teaching career at W.A. Higgins High School, Clarksdale High School, and Coahoma Community College, where she taught French, English, German, journalism, and oral communication

Acknowledges her leadership in passing two school bond issues, including an $8.5 million bond in 2017 for Clarksdale Municipal School District facilities that passed with 81% of the vote

Recognizes numerous awards received, including "Citizen of the Year" for Clarksdale/Coahoma County (1999), the GIVE Award from the Governor's Commission for Volunteer Service (2015), and having the Clarksdale High School English Honor Society named in her honor (2014)

Notes that under her leadership, Tri-County Workforce Alliance brought over $3.5 million into the area for community and economic development through education and job training programs
