Creates new House Rule 104.1A requiring the Clerk of the House to publish committee agendas at least 72 hours before each standing committee meeting.

Agendas must include committee name, meeting date and time, short title of each bill to be discussed, and either the bill text or a hyperlink to the electronic text.

Prohibits any person from altering the agenda after publication and restricts committees to discussing only bills and issues listed on the published agenda.

Takes effect immediately upon adoption by the House of Representatives.
