Honors his 44-year tenure as Secretary-Manager of the Community Development Foundation in Tupelo, where he helped locate more than 100 plants and developed five industrial parks in Lee County, including one named in his honor

Acknowledges his designation as Tupelo's Outstanding Man in 1959 and his role in establishing the RCDC movement in the 1950s, which became a national model for rural-urban community development
