Honors the life and legacy of Mrs. Dell Dickins Scoper, who passed away on January 5, 2023, and expresses sympathy to her family and friends.

Recognizes her achievements including graduating Magna Cum Laude from Mississippi College in 1956, serving as campaign manager for Senator Vincent Gradie Scoper Jr., and holding leadership positions in numerous civic organizations.

Acknowledges her prominent role in the Daughters of the American Revolution (DAR), where she served as State Regent of Mississippi from 1998-2001 and rose to Chaplain General of the National Society, the third highest office.

Highlights her 64 years of service teaching Sunday School at First Baptist Church Laurel and her extensive involvement in church leadership and missionary work.
