Authorizes issuance of up to $500,000 in state general obligation bonds to fund improvements to the Rolling Fork Civic and Event Center in Rolling Fork, Mississippi

Creates the "2023 Rolling Fork Civic and Event Center Improvements Fund" as a special fund within the State Treasury to hold bond proceeds, with unexpended amounts not lapsing to the General Fund

Bonds must be issued before July 1, 2027, and may mature up to 25 years from the date of issuance

Pledges the full faith and credit of the State of Mississippi for repayment of principal and interest on the bonds

Exempts the bonds and income from them from all state taxation and authorizes their use as legal investments for trustees, fiduciaries, and financial institutions
