Establishes the West Central Mississippi Incubator Grant Program under the Mississippi Development Authority to grow new businesses and micro-enterprises in six counties: Humphreys, Madison, Sharkey, Sunflower, Washington, and Yazoo

Creates a planning council partnership with multiple entities including the Department of Finance and Administration's Office of Surplus Property, county boards of supervisors, and regional economic development organizations

Provides incubator services including shared office space, utilities, equipment, reduced rents, technical and business personnel access, building security, janitorial services, and management assistance

Authorizes the establishment of one business incubator in each of the six participating counties, with locations determined by the Mississippi Development Authority in consultation with partner entities

Effective date of July 1, 2023
