Senate Bill 2068 Summary

• Enacts the Psychology Interjurisdictional Compact, allowing Mississippi to join other states in recognizing psychologists licensed in other states to practice telepsychology and provide temporary in-person services across state lines.

• Establishes the Psychology Interjurisdictional Compact Commission as a multi-state governing body to administer the compact, promulgate rules, and maintain a coordinated licensure database of psychologists' disciplinary actions.

• Permits licensed psychologists from other Compact states to practice telepsychology in Mississippi and provide up to 30 days of temporary in-person, face-to-face psychological services annually without obtaining a Mississippi license, subject to meeting specified education and background requirements.

• Requires psychologists seeking interjurisdictional practice authority to hold an active E-Passport (for telepsychology) or Interjurisdictional Practice Certificate (for temporary practice), demonstrate clean disciplinary history, and pass background checks including FBI fingerprinting.

• Grants the Mississippi Board of Psychology authority to discipline psychologists practicing under the compact, regulate their practice within Mississippi's scope of practice standards, and suspend or revoke their interjurisdictional authority for violations.
