Adopted persons aged 21 or older may obtain a certified copy of their original birth certificate, which must be marked "cancelled and revised," unless a court orders otherwise

Original birth certificates, previously sealed and only accessible by court order, will now be available to adult adoptees without requiring judicial approval

Birth parents may file affidavits with the Bureau of Vital Statistics authorizing or prohibiting release of identifying information, but such prohibitions cannot prevent adoptees 21 and older from obtaining their original birth certificates

The bill amends existing adoption records law to conform with the new right of adult adoptees to access their original birth documents

Effective date: July 1, 2023
