Creates the Mississippi School Safety Guardian Program within the Office of Homeland Security to authorize school employees to carry concealed firearms after completing required training and certification.

Requires School Safety Guardians to obtain a firearms license, pass criminal background checks and psychological screenings, complete law enforcement academy training annually, and maintain CPR and First Aid certification to qualify for civil immunity.

Provides civil immunity for School Safety Guardians acting within the scope of their official duties and exempts their identities from public disclosure under Mississippi Public Records Act.

Mandates monthly stipends of $100-$500 per guardian paid by school districts using non-federal funds, and establishes that guardians can assert their certified status as a legal defense if charged with crimes committed during duty performance.

Amends justifiable homicide and concealed carry defense statutes to include actions taken by certified School Safety Guardians in performance of their duties, and directs the Department of Public Safety Commissioner to establish active shooter response guidelines.
