Lowers the minimum age from 21 to 18 years old for obtaining an instructor-certified concealed-carry license, provided the applicant completes a firearms training course from a certified instructor or is a military member/veteran with relevant training

Authorizes holders of instructor-certified concealed-carry licenses to carry concealed weapons on educational property, including public and private school buildings, campuses, and athletic fields

Requires instructor certification through completion of a firearms safety course offered by a nationally recognized organization or Department of Public Safety-approved entity

Maintains existing enhanced carry privileges for instructor-certified license holders, including carrying in courthouses (except during judicial proceedings) and other locations otherwise restricted under standard concealed-carry permits

Effective date of July 1, 2023
