Amends the centralized adoption records system to clarify that a birth parent's affidavit prohibiting disclosure of identity does not prevent an adoptee from obtaining their original birth certificate under the new provision

Changes the age threshold for notifying adoptees about genetically transferable diseases from 21 years to 18 years
