Extends the pre-excavation advance notification period to Mississippi 811 from two working days to three working days, and extends the renewal notification window to three to four working days before expiration (up from two to three days)

Creates new "impending emergency" category for situations that could develop into emergencies, requiring excavators to provide at least 12 hours advance notice to Mississippi 811 before beginning excavation, along with contact information for someone available to discuss the emergency with operators

Reduces the time operators must contact excavators about unmarked underground facilities from four hours to two hours after being notified

Requires operators to investigate and mark underground facility locations within three working days (increased from two days) of receiving excavation notice, or prior to the noticed excavation time for impending emergencies

Makes misrepresentation of an emergency or impending emergency excavation a violation of the act, and allows prevailing parties in enforcement lawsuits to recover legal costs, expenses, and attorney's fees, effective July 1, 2023
