Defines eight specific events that constitute a vacancy in the Mississippi Legislature: death, resignation, impeachment, ceasing to be a registered voter in the district, failing to maintain district residence with intent not to reside there, felony conviction or violation of official oath, refusal to take oath of office, or a tribunal declaring the election void

Requires the Governor to issue writs of election within 30 days after a legislative vacancy occurs, with at least 60 days' notice before the special election

Sets the qualifying deadline for special elections at 50 days before the election date

Allows the Governor to decline issuing a writ of election if the vacancy occurs during a year when the general election for state officers is held

Effective date of July 1, 2023
