Allows registered Mississippi voters who are enrolled in colleges, universities, or community colleges to vote by absentee ballot when they will be absent from their voting residence due to their studies

Requires students to submit a Mississippi Student Postcard Application at least 45 days before an election; one approved application covers all elections through the next federal general election

Authorizes absentee ballots and applications to be sent and received via mail, fax, or email at the voter's choice

Directs the Secretary of State to establish rules for the application form, verification of student enrollment, voter ID compliance, and reasons for application rejection

Requires registrars to process applications within 14 days and preserve all applications for one year; effective date is July 1, 2023
