Senate Bill 2113 Summary

• Authorizes the Secretary of State to establish a secure website for student voters to submit electronic absentee ballot applications with required documents including a signed application form and copy of student identification card.

• Defines "student absentee voter" as a registered elector enrolled in an institution of higher education whose studies require absence from their voting municipality or county on election day.

• Approved student absentee ballot applications remain valid from the approval date until June 30 of each year, and students receive automatic mailed ballots for all elections during that period without needing to reapply for each election.

• Requires registrars or deputy registrars at the educational institution to witness and sign the student's application, and allows any person 18 years or older to serve as an attesting witness for student absentee voters when marking and returning ballots.

• Amends Mississippi Code Sections 23-15-627, 23-15-631, 23-15-715, and 23-15-721 to incorporate student absentee voter procedures into existing absentee ballot laws, effective July 1, 2023.
