Establishes the Mississippi USA Semiquincentennial Commission to plan and implement public celebrations and programs for the 250th anniversary of the United States, culminating in the 2026 Declaration of Independence and American founding celebrations through 2027.

Commission composition includes the Governor's First Lady as chair, Lieutenant Governor, Speaker of the House, three gubernatorial appointees (including one indigenous person), two appointees from the Lieutenant Governor, one from the Speaker, and directors from tourism, archives, and arts divisions.

Authorizes the commission to accept federal, state, and private donations; create a supporting nonprofit organization; and establish the Mississippi Semiquincentennial Celebration Fund in the State Treasury for receiving and expending all appropriations and donations.

Prohibits elected officials and public employees on the commission from soliciting private funds and requires quarterly meetings open to the public with majority vote approval for all expenditures by nonlegislative members.

Requires annual reports to the Governor and Legislature beginning in 2024, with recommendations for state and local legacy projects and educational program enhancements, and sunsets the commission on June 30, 2027.
