Creates the "National Security on State Devices and Networks Act" prohibiting state employees from downloading, accessing, or using prohibited technologies (deemed to pose unacceptable risk by Mississippi and/or federal law) on state-issued devices or state-operated networks.

Requires the Mississippi Department of Information Technology Services to restrict prohibited technologies on state-operated networks and maintain a publicly available list of such technologies on its website.

Exempts law enforcement agencies when downloading, accessing, or using prohibited technologies is necessary for bona fide law enforcement, investigative, or public safety purposes.

Amends Section 25-53-191 to require the Department of Information Technology to include a prohibition on downloading, accessing, or using prohibited technologies in its model acceptable use policy for wireless communication devices.

Takes effect July 1, 2023.
