Authorizes the City of Guntown's Mayor and Board of Aldermen to allow side-by-side vehicles (four-wheeled, off-road motorized vehicles with lights, blinkers, seat belts, horn, and two-passenger front seat) on public roads and streets within city limits

Requires operators to possess a valid driver's license and proof of insurance with at least $50,000 in liability coverage

Mandates registration of side-by-side vehicles with the city, including display of a registration decal that remains valid as long as the original registering owner owns the vehicle

Permits the city to establish and collect a registration fee, with funds deposited into the municipal general fund

Allows the governing authorities to revoke the authorization in whole or in part at any time
