Authorizes the Commissioner of Agriculture and Commerce to issue administrative subpoenas, administer oaths, examine witnesses, and obtain administrative inspection and search warrants through circuit court for entities the department licenses or regulates

Expands powers of Mississippi Agricultural and Livestock Theft Bureau investigators to make arrests for matters authorized under state constitutional and general laws, and allows retiring investigators to retain their service side arm

Makes identities and personal information of law enforcement officers hired by the Department of Agriculture and Commerce confidential and exempt from public records disclosure

Modifies grain warehouse and grain dealer bond requirements so that bonds are available for claims filed under both the Grain Warehouse Law and Grain Dealers Law, with liability under one bond not limited by payment under another

Repeals the Mississippi Agribusiness Council Act of 1993 and removes the annual reporting requirement for the Mississippi Development Authority's agribusiness program
