Authorizes issuance of up to $1,000,000 in state general obligation bonds to assist the City of Tupelo, Mississippi, with improvements to Ballard Park, including acquisition of playground equipment for special-needs children

Creates the "2023 City of Tupelo Ballard Park Improvements Fund" as a special fund within the State Treasury to hold and disburse bond proceeds

Bonds may mature up to 25 years from date of issue and must be issued before July 1, 2027

Bonds are backed by the full faith and credit of the State of Mississippi, and both the bonds and income from them are exempt from all state taxation

Any remaining funds after project completion or abandonment must be applied to pay debt service on the bonds
