Adds two new locations to Mississippi's list of "qualified resort areas" where alcoholic beverage sales are permitted outside incorporated municipalities

Designates any municipality where U.S. Highway 49 and Mississippi Highway 469 intersect as a qualified resort area (item 51)

Designates the clubhouse and nine-hole golf course on Golf Course Road and Athens Road in a county where Mississippi Highway 13 and Highway 28 intersect as a qualified resort area (item 52)

Grants governing authorities of the newly added municipality (item 51) power to regulate hours of operation, food revenue requirements, and designated areas for facilities selling alcoholic beverages

Contains conflicting effective date language stating the act takes effect July 1, 2023, but also "shall stand repealed on June 30, 2023"
